Executive Summary
Mwani Qatar and the Saudi Ports Authority (Mawani) signed a comprehensive Memorandum of Understanding (MoU) on 17-Feb-2025 in Riyadh. This ceremony was represented by Capt. Abdulla Mohamed Al-Khanji and Eng. Sulaiman bin Khalid Al-Mazroua. The MoU is a collective framework to make modern port operations, synchronize digital infrastructure, and boost trade. Qatar and Saudi Arabia is focusing to transform the region into global logistics hub which is in line with Vision 2030 of both countries. Under this MoU both countries will share their investment, environmental consideration, and technological assistance.

Key Highlights of the MoU
- Both countries will share best practices with each other for port management in order to reduce turnaround time and increase port operation work.
- There will be a direct connectivity between two countries to link maritime and land.
- Both countries will use Artificial Intelligence (AI) and Data management system to make "One Window Solution" a very effective. It will help in custom clearance work.
- Qatar and Saudi Arabia will develop a mutual emergency response plan and will conduct emergency drills to tackle emergency situation in case of emergency. Also they will develop a dedicated communication center between each other.
- Both countries will do marketing of Gulf cruise tourism and establishing of regional warehouses centers to boost tourism and economy.
- Both countries will establish a world class research center and workforce exchange programs in field of maritime.

As they are establishing distribution center which will be borderless, so it will lessen cost for private sector. It will attract traders between Asia and Europe a perfect transit point in Gulf region.
Technological Impact
The "One Window Solution" is game maker for this MoU. It means a ship docking in Qatar and then moving to Saudi Arabia (or vice-versa) can potentially share data seamlessly, easily, and accurately.
Environmental Leadership
The "Green Ports" initiative will positions the two nations as a leader in sustainable shipping. It is increasingly important as global maritime regulations tighten around carbon emissions.
Emergency Situation
The dedicated emergency center and emergency response plans will ensure that both countries can guard their coastlines more effectively than they could individually.
"This step comes within the framework of both parties' keenness to build effective partnerships, exchange expertise, and create a structured framework for managing cooperation, exchanging experiences, and developing joint investment opportunities, in a way that achieves the strategic interests of both parties in light of Qatar National Vision 2030 and Saudi Vision 2030." A statement by Mwani Qatar reported on Tuesday.
